Iraq reopens Qaim border crossing to Syrian refugees

Iraqi authorities on Tuesday (September 18th) reopened the Qaim border crossing with Syria, one month after its closure.

"The Iraqi federal government issued instructions that up to 100 Syrian refugees from among those trapped on the border between the two countries [can enter Iraq] every day because of on-going violence in Syria," Anbar governor Qasim al-Fahdawi told Al-Shorfa.

"The entry of Syrians was allowed for sick, old people, women and children, but excluded men above the age of 18 for security and regulatory reasons," he said.

Refugees crossing through Qaim will be transferred to a camp supervised by the United Nations and the Iraqi Ministry of Migration and Displaced, he said.

    A refugee is a person who left his family, his country and his own home in search of safety. A refugee is a person whose confidence has been shaken in a short time and suddenly. That is what is happening and what we are seeing almost annually in the Arab world, after the Palestinian refugee who represents a responsibility to the entire Arab world. Now, there are the Syrian refugee and Palestinian refugee, but before that there was the Iraqi. Now we are in front of a big responsibility that rests with the Arab rulers. The responsibility of all the Arab rulers is to unite and form the laws and issue them to maintain the dignity of the Arabs. Arabs are always known for their generosity and magnanimity. For example, when Iraq was occupied, Egypt received thousands of refugees who have been allocated, gave them full assistance, created special projects for them, and preserved their rights just like the Egyptian citizens. Many Arab countries have helped Iraqi refugees until they got out of the crisis. However, there is another meaning for refugees, not only the refugees who left their homes because of war or disaster. In the Arab nation there are many minorities under the name of refugees, for example, in Iraq the Kurds are called refugees and this is not permissible because the Kurds have become the people of the nation and reconstructed Iraq like any Iraqi citizen. The problem really deserves the attention of the Arab rulers because they will not be able to reject any Arab. Also, there is no other shelter for refugees and they have to go to a brotherly Arab country which can contain them and it can understand their culture and needs more than any other country. The refugee can become an investor in the country and increase the country's investments, and also strengthen relations between the two countries. Now, the Syrian refugee status is the most dangerous as it is impossible to live in Syria under the daily bombardments. The Arab countries are really interested in human rights and what they say about laws of rights.

    Refugees are a group of citizens displaced from their country to neighboring countries as a result of oppression and occupation, or as a result of their exposure to injustice and persecution in their country because of their race or religion, or belonging to a particular class or a party. Also, they do not feel safe if they declare their political views. Therefore, this country must respond to their calls for help and to provide maximum protection and care for them, as well as provide them with food, drink, and housing, provide them with health care, and take care of the injured. Among the human rights conventions, there is a special agreement about the status of refugees, which provides no distinction among humans from each other, and not to consider their religion, race, or nationality, and help them enjoy all their rights and all their fundamental freedoms. This agreement does not apply to persons committing crimes against peace and humanity, war crimes or those who have committed offenses against the principles and aims of the United Nations. As such, the refugees' duties towards the country in which they live, they should respect its principles and obey its laws in order to preserve the public order. In terms of religion, this country must allow refugees the freedom to fully practice their religion and without restriction of freedoms. The UN High Commission for Refugees (UNHCR), which is Geneva based, aims to provide international protection to refugees and provide them with all freedoms, especially refugees who receive protection from the United Nations organizations or its affiliates. It is known that the growing number of refugees in a certain area constitutes a significant burden in terms of the financial burden to be borne by that country, which makes it more difficult and makes it reject these refugees because of its inability to afford this difficult task.

    Sometimes people are forced to leave their country and go to another country for economic, political or other reasons in order to begin a new life in a new place. The number of Arab refugees has increased there recently because of the incidents that occurred in the Arab States during that period. Many refugees flocked to the Arab States. The Arab States must look after these refugees, help them and provide them with housing and food to live a free and dignified life, as well as assist in the formation of a new society and accommodate them to it. All of the Arab countries cooperate to support the refugees and they consult on how to agree on some solutions to resolve the refugee crisis, deal with it very seriously, and allow them to carry out business within the country in which they live so that they will have the ability to live and raise a family, and enjoy a happy life. It is possible to help the refugees by providing them with security and enabling them to live under the new circumstances because the refugees emigrate from their country desiring to find stability and work and enjoy a quiet life to help them settle down. Every Arab country could help the refugees in a different way by financial assistance, provision of housing or jobs for the refugees. This, in turn, contributes to strengthening ties and contacts among the Arab countries, as well as between their inhabitants and the refugees. We, as Arab countries, must protect these refugees, provide safety and security for them, and provide educational opportunities for their children in the different grades to help them learn and develop. There are the Arab countries with big economic entities that could help the refugees through financial support and the allocation of sums of money for them to help them to live. They can create human rights associations and fund them to work on the protection and assistance of refugees, and they must control those human rights associations

    The Arabs have to rush to the rescue of the Syrian, Palestinian and Iraqi refugees that come to their countries as refugees, and they should provide a refuge for them and their families who have escaped the harsh living conditions in their countries. However, it is unfortunate that all the Arab countries are oblivious to this, and they do not show concern for the refugees except after those problems have become exacerbated as a result of the deterioration of their living conditions. In Jordan, there are many Palestinian refugees, and in Syria, prior to these recent events, there were very large numbers of Iraqi refugees, and in Yemen there are large numbers of Ethiopian refugees. After the recent events in Syria, the Syrian people that were afraid of being bombed by the forces of Bashar had no other recourse than to take refuge on the Turkish border, and Turkey showed more hospitality than the Arabs as it set up camps for them that are fitting for them, contrary to the treatment given to the Syrian refugees that fled to Saudi Arabia, which ought to have shown hospitality towards these refugees who would not have come to them were it not for the bad conditions in their country, and they would not have asked for their help. It is necessary for the Arab countries that share borders with countries where some of their refugees need help to not show unwillingness to provide help and support. The countries that are actually extending help to these refugees should urge the other countries to do the same. In many circumstances, it could be that the governments do not respond and take action, but there are individuals that could exert more influence than governments, since they have tremendous influence on the people in their society, such as business people, intellectuals and artists, and their actions in support of the refugees could be a cause that encourages others to do the same. There are many such people that are members of international organizations for helping and protecting refugees, and so it is necessary that Arab refugees become their main concern, and also it is necessary to educate the citizens about who the refugees are and how to help and assist them.

    The problem of refugees in the Arab world is one that is getting worse by the day as a result of the growing or emerging problems in some of the Arab countries such as Iraq, Syria and Yemen, or as a result of historical problems such as that of Palestine, which leads to difficult living conditions in these countries, whether it be due to these people being unable to have jobs in order to support themselves and their families, or due to their inability to live under circumstances of insecurity that are prevalent in those countries. As such, they resort to taking refuge in the neighboring countries thinking that they would find peaceful living conditions and any job opportunities with which they can provide for their families. But sometimes, or many times, they are shocked by the circumstances that they find themselves in in these countries or by the treatment that they are subjected to by these governments, as many of the Arab countries do not show much concern for the problems of Arab refugees that come to their country, contrary to the expectations of the refugees. And so, their conditions get even worse than what they were enduring in their home countries. The treatment that refugees receive in the Arab countries is the opposite of what their religion instructs them to do, and it is the opposite of what is known about the Arabs being helpful towards the destitute. Meanwhile, many foreign countries are addressing the problem of refugees in the Arab world. The Arab countries should be the first ones to assume their responsibilities in terms of protecting the refugees and providing them with suitable living conditions, instead of the inhumane and bad treatment that the refugees are subjected to. There are many Arab countries that show absolutely no care for the problems faced by refugees while they tout themselves as being preoccupied with the problems faced by Arabs. Also, it is not just the countries that have this responsibility, as there are individuals that have power and influence, and they have the capabilities to extend a helping hand to these people.

    Since the uprising of the Syrians against their regime and Bashar, tens and even hundreds of those opposed to Bashar are falling every day at the hands of the Syrian army loyal to Bashar, which prompts us to wonder where are the responses of the Arab leaders, apart from the statements and condemnations at a time when women, children, the young and the old are being killed in an unusual and extremely barbaric manner. Instead of the Arab countries just responding by issuing statements and condemnations, they should take action and urge the International Community to take action together with them in order to put an end to these horrendous crimes which are incriminating them just as they are Bashar because of their silence, while these are being perpetrated all this time, so that the Exalted and Magnificent Creator would not hold them accountable for these crimes that are being committed against a brotherly Arab people.

    There are many discussions and suggestions that may partially solve the crisis of the refugees; every country can call for volunteers to collect donations and medicines and provide volunteers to ensure the education and housing of refugees. The Arab person is known for his dignity and hospitality, and Islam urges us to save our neighbors, so what about the oppressed neighbors? Are we more right to save the oppressor? The western citizen does not stay silent if he sees a dog being killed, but no one moves for the Syrian blood. Are not the people of the Arab world brothers and don’t they have one tongue? Why don’t the rich Arabs move? And they are many and they can establish private buildings in every country and allocate a special part for the refugees. In the end, God will punish Bashar and his aides and will save Syria and the Syrians.
