Syria signs observer mission protocol

Syrian Deputy Foreign Minister Faisal Mekdad signed an agreement Monday (December 19th) in Cairo allowing observers to visit the country and monitor the Arab League initiative.

Syrian Foreign Minister Walid Muallem said observers who would visit the country under the protocol "are welcome in Syria". He said Damascus signed the document "after amendments demanded by Damascus were made".

The Arab League will send a delegation to Syria within 72 hours, according to al-Arabiyya. According to the agreement, Syria's security forces must withdraw from areas that were sites of conflict and begin negotiations with the opposition with the league's supervision.

The Syrian Revolution General Commission said in a statement cited by al-Arabiyya Monday that nine civilians were killed by the Syrian army during demonstrations in Homs, Idlib and Hama.
